Oregon’s Medical Marijuana Program (OMMP)

Oregon’s Medical Marijuana Program (OMMP) was enacted by Oregon voters through the initiative process in November 1998.

The Oregon Medical Marijuana Act (OMMA) protects medical marijuana users, growers, and distributors with valid OMMP cards who comply with the OMMP rules & laws from state criminal prosecution for production, possession, & delivery of marijuana in Oregon. OMMA does not protect patients from Federal law or the laws of states other than Oregon. The OMMP also does not exempt patients from Oregon’s DUII laws. Oregon residency is not required to participate in the OMMP.

As of January 2014, there are approximately 60, 000 OMMP patients and 30,000 OMMP caregivers. In order to qualify for the OMMP, you must have a qualifying debilitating medical condition noted by a physician (a Medical Doctor (MD) or Doctor of Osteopathy (DO)) licensed to practice medicine in Oregon, with whom you have an established patient/physician relationship. Naturopaths, chiropractors, and nurse practitioners do not qualify as “physicians.” According to statistical data kept by the OMMP, the most common condition suffered by OMMP patients is extreme pain.

It’s important to note that the OMMP does not refer patients to physicians, does not  supply patients with seeds, starter plants, or advice on how to grow or use marijuana.
